Banca Centrală Europeană va începe să experimenteze o versiune digitală a monedei euro şi în paralel va organiza o consultare publică înainte de a introduce această tehnologie, a anunţat vineri BCE, într-un comunicat de presă, citat de agerpres.

„Moneda euro aparţine europenilor, iar misiunea noastră este de a fi gardianul acesteia”, a declarat preşedintele BCE, Christine Lagarde. „Europenii recurg tot mai mult la mijloace digitale atunci când cheltuiesc, economisesc şi investesc. Rolul nostru este de a asigura încrederea în monedă. Aceasta înseamnă garantarea adaptării euro la era digitală. Ar trebui să fim pregătiţi să emitem o monedă euro digitală, dacă va fi necesar”, a adăugat Lagarde.

BCE a subliniat că o monedă euro digitală ar reprezenta o formă electronică de bani ai băncii centrale, care ar fi accesibilă tuturor cetăţenilor şi firmelor, precum bancnotele, dar în format digital, pentru efectuarea plăţilor zilnice într-un mod rapid, uşor şi sigur. Aceasta ar completa numerarul, fără a-l înlocui. Eurosistemul va continua, în orice caz, să emită numerar.

Instituţia de la Frankfurt precizează că Eurosistemul va iniţia un dialog amplu cu cetăţenii, mediul academic, sectorul financiar şi autorităţile publice pentru a evalua în detaliu nevoile acestora, precum şi avantajele şi dificultăţile pe care aceştia se aşteaptă ca emiterea euro digital să le genereze. O consultare publică va fi lansată la data de 12 octombrie. BCE a precizat că, în paralel, va fi iniţiată o fază de experimentare, fără a aduce atingere deciziei finale.

Grupul operativ al Eurosistemului, ce reuneşte experţi din cadrul BCE şi de la 19 bănci centrale naţionale din zona euro, a identificat scenarii posibile care ar impune emisiunea unei monede euro digitale. Printre acestea se numără: o cerere sporită de plăţi electronice în zona euro care ar necesita un mijloc de plată digital european fără risc, o reducere semnificativă a utilizării numerarului ca mijloc de plată în zona euro, lansarea unor mijloace de plată private la nivel mondial care ar putea genera preocupări în materie de reglementare şi ar prezenta riscuri la adresa stabilităţii financiare şi a protecţiei consumatorilor, precum şi o utilizare masivă de monede digitale ale băncii centrale emise de bănci centrale străine.

„Tehnologia şi inovarea transformă modul în care consumăm, lucrăm şi interacţionăm”, a declarat Fabio Panetta, membru al Comitetului executiv al BCE şi preşedinte al grupului operativ. „O monedă euro digitală ar sprijini elanul de inovare continuă al Europei. Aceasta ar contribui, de asemenea, la suveranitatea sa financiară şi ar consolida rolul internaţional al euro”, a adăugat Fabio Panetta.

Instituţia de la Frankfurt atrage însă atenţia că gardienii euro nu au luat încă o decizie cu privire la posibilitatea introducerii unei monede euro digitale.
