Ministrul Energiei, Virgil Popescu anunţă aprobarea de către Comisia Europeană a schemei de ajutor pentru marii consumatori de energie în valoare de 1,5 miliarde de euro, prin care voracorda o compensaţie parţială întreprinderilor mari consumatoare de energie confruntate cu o creştere a preţurilor la energie electrică ce rezultă din costurile indirecte ale emisiilor în cadrul sistemului UE de comercializare a certificatelor de emisii (ETS).
”Veşti bune! Comisia Europeană a aprobat, în temeiul normelor UE privind ajutoarele de stat, schema de ajutor pentru marii consumatori de energie în valoare de 1,5 miliarde de euro prin care vom acorda o compensaţie parţială întreprinderilor mari consumatoare de energie confruntate cu o creştere a preţurilor la energie electrică ce rezultă din costurile indirecte ale emisiilor în cadrul sistemului UE de comercializare a certificatelor de emisii (ETS)”, spune ministrul pe Facebook.
Virgil Popescu arată că de această măsură vor beneficia întreprinderile care îşi desfăşoară activitatea în sectoarele expuse riscului de relocare a emisiilor de dioxid de carbon enumerate în anexa I la Orientările privind anumite măsuri de ajutor de stat acordate în contextul sistemului de comercializare a certificatelor de emisii de gaze cu efect de seră după 2021 („Orientările privind ajutoarele de stat acordate în cadrul ETS”). Aceste sectoare se confruntă cu costuri semnificative ale energiei electrice şi sunt expuse în mod deosebit concurenţei internaţionale.
”Compensaţia va fi acordată întreprinderilor eligibile sub forma unei rambursări parţiale a costurilor indirecte ale emisiilor suportate în anul precedent, plata finală urmând să fie efectuată în 2031. Valoarea maximă a ajutorului va fi egală cu 75 % din costurile indirecte ale emisiilor suportate. Valoarea ajutorului se calculează pe baza valorilor de referinţă privind eficienţa consumului de energie electrică, care asigură faptul că beneficiarii sunt încurajaţi să economisească energie”, mai arată ministrul Energiei.
Potrivit lui Virgil Popescu, în data de 10 februarie a fost adoptat Memorandumul pentru iniţierea unei scheme de ajutor de stat privind sprijinirea întreprinderilor din sectoarele şi subsectoarele expuse unui risc important de relocare ca urmare a transferului costului emisiilor de gaze cu efect de seră în preţul energiei electrice în perioada 2021-2031.
”Acordarea ajutoarelor de stat pentru sprijinirea acestor întreprinderi se face cu respectarea prevederilor art. 107 alin. (3) lit. c) din Tratatul pentru Funcţionarea Uniunii Europene (denumit, în continuare, TFUE) şi a prevederilor Comunicării Comisiei (2020/C 317/04) cu privire la Orientările privind anumite măsuri de ajutor de stat acordate în contextul sistemului de comercializare a certificatelor de emisii de gaze cu efect de seră după 2021 (denumite, în continuare, Orientările ETS) – secţiunea 3.1. Ajutoare acordate întreprinderilor din sectoarele considerate a fi expuse unui risc real de relocare a emisiilor de dioxid de carbon din cauza costurilor indirecte semnificative pe care le suportă efectiv ca urmare a transferării costurilor emisiilor de gaze cu efect de seră în preţul energiei electrice (ajutoare pentru costurile indirecte ale emisiilor). Ajutorul de stat se va acorda sub forma unor subvenţii financiare nerambursabile plătite beneficiarilor”, spune ministrul.
Potrivit acestuia, veniturile necesare implementării schemei de ajutor de stat pentru sectoarele expuse riscului de relocare a emisiilor de dioxid de carbon urmează să fie asigurate din fondurile alocate Ministerului Energiei, în conformitate cu prevederile art.10 alin 1 lit. c) din OUG nr. 115/2011 privind stabilirea cadrului instituţional şi autorizarea Guvernului, prin Ministerul Finanţelor, de a scoate la licitaţie certificatele de emisii de gaze cu efect de seră atribuite României la nivelul Uniunii Europene, cu modificările şi completările ulterioare.
”Reamintim că în perioada 2019- 2021, în România a fost implementată o schemă de ajutor de stat privind sprijinirea întreprinderilor din sectoarele şi subsectoarele expuse unui risc important de relocare, ca urmare a transferului costului emisiilor de gaze cu efect de seră în preţul energiei electrice, în conformitate cu prevederile Ordonanţei de urgenţă a Guvernului nr. 81/2019. Valoarea totală a ajutorului de stat pentru anul 2019 a fost de 399.437.091,82 lei pentru un număr de 34 întreprinderi, respectiv de 637.623.005,80 lei, pentru un număr de 33 întreprinderi în anul 2020”, mai spune Popescu.
