Culisele Statului Paralel: Cum a fost prădat patrimoniul Costineștiului de către foști șefi al BTT

În 1989 este perla turismului pentru tineret și cea mai modernă stațiune pentru tineret. Acum, Costinești este o ruină care încearcă să-și găsească altă cale de supraviețuire, după trei decenii în care a fost devalizată fără milă. Costinești este doar una dintre poveștile triste, cu iz penal, legate de distrugerea patromoniului Biroului de Turism pentru Tineret.

În 1956, la Costinești, un sat pescăresc pe atunci, Uniunea Tineretului Muncitor organiza prima tabără Internațională Studențească, numită tabăra albastră. Peste o mie de tineri din România, Germania de Est, Polonia și Cehoslovacia erau cazați în sute de corturi de culoare albastră. Peste ani, Costinești devenea stațiunea tinerilor. După 1960, improvizațiile din plastic au fost înlocuite cu o cantină, un sanatoriu pentru elevi și zeci de căsuțe din prefabricate. Din 1968, stațiunea a intrat în administrarea biroului de turism pentru tineret, BTT, și a început să se dezvolte. Au apărut teatrul de vară, noi căsuțe, vile și hoteluri, o nouă cantină, restaurante, discotecă, terenuri de sport și spații comerciale.

În total, aproximativ o suta de cladiri, întinse pe 36 de hectare. De toate se ocupa Biroul de Turism pentru Tineret.

„Ceea ce se întâmpla era nu seamănă deloc cu modul în care se duc azi tinerii în vacanță…putrai să merge la evenimente unde nu aveai acces în niciun alt oraș al țării,” afirma prof. univ LAVINIA BETEA, intr-un interviu pentru TVR.

La Costinești, în anii 80, se cazau 5500 de turiști pe serie. În vârf de sezon erau chiar si 20 de mii, punându-i la socoteală și pe „blatiști”.
Astăzi, din Costineștiul de atunci a mai rămas entuziasmul nostalgicilor care se încăpățânează să vadă stațiunea tineretului cu ochii de acum 40 de ani. Cu amintirea tinereții de mult pierdută, ei le povestesc studenților de azi despre stațiunea care nu dormea toată vara… Și încearcă să-și facă vacanța printre clădiri aflate în paragină.

În 1990, Guvernul Petre Roman transformă BTT în Compania Autonomă de Turism pentru Tineret.

În 1992, își schimbă din nou numele, în Biroul de Tranzacţii şi Turism. În societate intră, printre alţii, ca acţionari minoritari, soţia premierului de atunci, Theodor Stolojan, Elena Stolojan, şi omul de afaceri Viorel Păunescu.

Un an mai târziu, compania începe să vândă active. O face prin intermediul unei societăţi mai mici, cu acţionariat de stat, desprinsă din corpul BTT – BTT Perla Costineştiului SA.

„A fost o decizie a consiliului de administraţie, aprobată printr-o adunare generală a acţionarilor. Probabil în ideea de a obţine profit”, declara Dana Pavel, preşedinte BTT

„Perla Costineştiului nu avea nicio putere, nu decideam noi. Toate deciziile le lua BTT-ul în consiliul de administraţie şi în AGA şi ni le comunica şi nouă. BTT era acţionarul majoritar. Noi eram doar executanţii”, a precizat și Ioan Nasta, director SC BTT Perla Costineştiului SA.

.22 dintre clădirile pe care BTT le avea în staţiunea Costineşti au intrat în patrimoniul BTT Perla Costineştiului. Firma trebuia să se ocupe de închirierea şi subînchirierea bunurilor imobiliare. Un raport din 1994 al Curţii de Conturi arată că, înainte de a pune în patrimoniul Perlei Costineştiului cele 22 de clădiri, conducerea BTT le-ar fi ieftinit pe hârtie. Preţurile trecute în acte ar fi fost de aproape 10 ori mai mici decât cele reale.

„Nu s-a făcut o evaluare corectă a patrimoniului Costinești ce a fost aportat la capitalul SC PERLA COSTINEȘTIULUI (…) Acest lucru constituie un prejudiciu pentru SC BTT SA, constituind cedări cu titlu gratuit de bunuri patrimoniale. SC BTT SA a fost prejudiciată cu 338.501.748 de lei.” a arătat și Curtea de Conturi, într-un raport.  

Pe lângă construcţii, Perla primeşte şi dreptul de a închiria de la BTT terenul pe care funcţionau acestea.

Pentru cele 34 de hectare, plăteşte chirie între 50 cenţi şi 2 dolari pe an pentru fiecare metru pătrat, în funcţie de zonă. În 2009, BTT majorează chiria până la 5 euro. Astfel, Perla Costineştiului ajunge datoare BTT-ului cu 620.000 de euro.

Ca să-şi plătească datoriile, în 2011 Perla Costineştiului vinde mare parte din active către opt societăţi cu care avea deja contracte de asociere în participaţiune încă din 1995.

Desprinderea Perlei Costineştiului din BTT nu a fost o afacere bună, constatau inspectorii Curţii de Conturi în 1994. Așa că la scurt timp după raport, Guvernul Nicolae Văcăroiu transferă BTT la Fondul Proprietăţii de Stat, care devine acţionar majoritar şi pregăteşte privatizarea activelor.
În perioada 2000-2001, BTT ar fi înstrăinat cele mai multe proprietăți în mod fraudulos, spun jurnaliștii de la curentul.info. De menționat că patrimoniul Biroului de Turism pentru Tineret era estimat la circa 77 miliarde de lei, dintre care aproape jumătate se află la Costinești.

Printre activele cele mai atractive ale BTT de la Costinesti se numără Hotelul Forum, vilele Coral, Albatros, Delfin, restaurantele Azur, Costinesti, Delfin și Albatros, fabrica de îmbuteliat sucuri, teatrul de vară, debarcaderul, terenurile de sport, bazinele acvatice și spațiile comerciale. Toate au fost date pe nimic și ilegal.

Conform celor de la curentul.info, la BTT, în mandatul lui Liviu Vâclea, s-ar fi încheiat fără mandatul Consiliului de Administrație, în numele BTT Costinești, contracte de închiriere pe teren, acte adiționale la contractele de asociere și procese verbale cu societățile Emviki, Orient Comex, Josimex, Teomar, Bertil Amicos, Eurogal Trading, NBC Line.
Ministrul Turismului din acea perioadă, Dan Matei Agathon, acuza fosta conducere a BTT de „prăduirea patrimoniului societății”.

„Partea de turism nu prea a existat, dar cea de tranzacții a fost dusă la desăvirșire de către cei care s-au ocupat de destinele BTT, declara un fost ministru PSD al Turismului, Dan Matei Aghaton.

În aprilie 2001, fostul șef al societății comerciale BTT SA, Liviu Valentin Vâclea, a fost retinut de politisti, pentru implicare în privatizări ilegale la Costinești. Atunci, anchetatorii vorbeau de un prejudiciu de aproximativ 40 de miliarde de lei.

“La inceputul anului 2000 au fost înstrăinate mai multe active în mod fraudulos, cel puțin așa a decis instanța, motiv pentru care directorul de atunci, domnul Vâclea execută o sentință.”, Andrei Popescu, secretar de stat Ministerul Tineretului si Sportului

67 de active ale BTT au fost vândute fraudulos de către Liviu Vâclea, directorul de atunci al BTT. 40 la sută dintre ele încă au o situație incertă si fac obiectul a nu mai putin de 100 de dosare in justitie.

Ministerul Tineretului și Sportului, care e acționarul majoritar al BTT cu 88% din acțiuni, nu vrea să audă de vânzare. Ba chiar ar vrea să reîntregeasca patrimoniul Biroului de Turism pentru Tineret.
Astăzi, BTT mai are, în Costineşti, un singur hotel funcţional, Forum, şi încă 73 de corpuri de clădire. În hotelul Forum, fița Costineștiului inainte de 1989, BTT a investit în ultimii ani doar 70 de mii de euro, prea puțin pentru a egala gloria de altadata!
