Consultări politice la Washington între ministrul de externe Bogdan Aurescu și secretarul de stat al SUA Michael Pompeo

Bogdan Aurescu, Ministrul Afacerilor Externe, a avut luni consultări politice cu secretarul de stat al SUA Michael Pompeo, în cadrul vizitei sale la Washington, context în care cei doi înalţi oficiali au discutat inclusiv despre angajamentul României de a continua investiţiile strategice în Apărare, cooperarea energetică şi cea economică între cele două state, informează MAE.

Discuțiile dintre ministrul Bogdan Aurescu și secretarul de stat Pompeo au constituit o excelentă oportunitate de evaluare, la nivel înalt, a stadiului Parteneriatului Strategic, în baza obiectivelor definite prin Declarația Comună a Președinților Klaus Iohannis și Donald Trump din august 2019, fiind puse în evidență în cadrul convorbirilor progresele și realizările considerabile obținute în cursul anului 2020.

Totodată, cei doi șefi ai diplomațiilor au aprofundat discuțiile cu privire la evaluarea stadiului și prioritizarea proiectelor de interes comun pentru perioada următoare, având în vedere obiectivul extinderii și aprofundării cooperării bilaterale în 2021, când va fi marcată cea de-a 10-a aniversare a adoptării Declarației Comune privind Parteneriatul Strategic pentru Secolul XXI între România şi Statele Unite ale Americii.

În cadrul consultărilor cu omologul american, ministrul afacerilor externe Bogdan Aurescu a evidențiat tendința ascendentă a cooperării dintre România și Statele Unite ale Americii pe parcursul anului 2020, când se aniversează 140 de ani de la stabilirea relațiilor diplomatice între România și SUA, precum și dialogul politic consistent dintre cele două state, reflectat inclusiv de recenta succesiune de vizite la Washington ale miniștrilor români ai apărării, economiei și afacerilor externe, în concordanță cu soliditatea și dinamica Parteneriatului Strategic dintre cele două țări.

Confirmând dorința comună a României și a SUA pentru aprofundarea cooperării pe toate palierele de interes reciproc, ministrul afacerilor externe Bogdan Aurescu și secretarul de stat al SUA Mike Pompeo au agreat inițierea pregătirilor pentru organizarea celei de-a șaptea sesiuni de Dialog Strategic bilateral, la Washington, în prima parte a anului 2021. De asemenea, ministrul Bogdan Aurescu a reiterat invitația adresată omologului american de a efectua o vizită la București, atunci când situația epidemiologică o va permite, invitație primită cu deschidere de acesta.

În ceea ce privește cooperarea în domeniul militar, ministrul afacerilor externe Bogdan Aurescu a salutat eforturile comune de întărire a posturii de apărare și descurajare pe Flancul Estic al NATO și a subliniat necesitatea consolidării în continuare a coeziunii acestuia, cu eliminarea disparităților de abordare între Nordul și Sudul Flancului, cu accent pe regiunea Mării Negre, ca regiune de importanță strategică pentru securitatea transatlantică. A reiterat angajamentul României de a continua investițiile strategice în apărare și respectarea angajamentelor la nivel Aliat în ceea ce privește alocarea de resurse în mod echitabil (burden-sharing). A salutat livrarea recentă de sisteme PATRIOT în România și semnarea Foii de Parcurs pe 10 ani în domeniul apărării.

De asemenea, ministrul Aurescu a salutat intenția SUA de a-și crește efectivele militare pe teritoriul României și a reiterat interesul crescut al țării noastre pentru o prezență militară sporită în România.

În ceea ce privește dezvoltarea dimensiunilor economică și energetică ale Parteneriatului Strategic, ministrul afacerilor externe și secretarul de stat au discutat despre prioritățile și pașii concreți ca urmare a agreării recente și parafării Acordului Interguvernamental privind extinderea și modernizarea programului de energie nucleară civilă al României, precum și a semnării unui memorandum de înțelegere ce prevede ca Banca de Import-Export a Statelor Unite să identifice posibilități de finanțare în special pentru proiecte în domeniul energiei și al infrastructurii. 

De asemenea, ministrul român a evidențiat eforturile României privind întărirea interconectivității dintre nordul și sudul Europei Centrale, ca obiectiv strategic în cadrul procesului de redresare și creștere a rezilienței economice a Uniunii Europene. În acest sens, ministrul Bogdan Aurescu a evocat importanța celor două proiecte majore de interconectare regională, Rail2Sea și Via Carpatia, promovate de România inclusiv în cadrul Inițiativei celor Trei Mări, cu impact strategic direct, inclusiv asupra mobilității militare. A pledat pentru o implicare a SUA, inclusiv financiară, în realizarea acestor proiecte, subliniind necesitatea ca pe lângă o prezență militară crescută a SUA în regiune, să se consolideze și o prezență economică și de investiții americană consistentă. 

Totodată, cei doi oficiali au avut un schimb de opinii cu privire la securitatea energetică, fiind evidențiată relevanța rezervelor de gaz românesc din Marea Neagră pentru securitatea regională, precum și progresele în cadrul proiectului BRUA și finalizarea interconectorului de gaz dintre România și R. Moldova, la finalul lunii iulie 2020 (prin secțiunea Ungheni – Chișinău a gazoductului Iași – Ungheni – Chișinău), care asigură, în prezent, conectarea pieței de gaze naturale din Republica Moldova cu cea europeană, prin România. Bogdan Aurescu a subliniat importanța începerii, cu implicare americană, cât mai curând, a exploatării resurselor de gaz din platoul continental românesc pentru asigurarea independenței energetice a României, R. Moldova și altor state din regiune. 

În domeniul securității cibernetice, ministrul afacerilor externe a subliniat demersurile de evitare a riscurilor de securitate asociate cu rețelele de telecomunicații 5G și a menționat că autoritățile române pregătesc un cadru legislativ adecvat, care va permite evaluarea riguroasă a tuturor furnizorilor și comercianților.

În ceea ce privește perspectiva României de accedere în Programul Visa Waiver, ministrul afacerilor externe a subliniat, în cadrul întrevederii, importanța facilitării contactelor directe dintre cetățeni și comunitățile de afaceri, în special prin accederea României în acest program. Astfel, ministrul afacerilor externe a agreat împreună cu omologul american continuarea cooperării și coordonării suplimentare pe acest subiect, în scopul de a duce acest obiectiv comun la îndeplinire, inclusiv prin crearea unui grup de lucru bilateral dedicat.

La rândul său, secretarul de stat al SUA Mike Pompeo a apreciat soliditatea și substanța Parteneriatului Strategic cu România. A arătat că pentru Statele Unite România este un aliat de încredere și un pilon de stabilitate în regiune.

Cei doi șefi ai diplomațiilor română și americană au făcut de asemenea o evaluare privind situația de securitate în regiunea Mării Negre cu privire la care România și SUA împărtășesc viziuni comune.

Totodată, secretarul de stat american a reiterat sprijinul SUA pentru aderarea României la OCDE. 

De asemenea, ministrul Bogdan Aurescu a prezentat evaluarea cu privire la situația din Republica Moldova și a reiterat poziția consecventă a României de susținător al parcursului european al Republicii Moldova, aceasta fiind singura opțiune în măsură să asigure dezvoltarea economică și socială a acesteia în beneficiul direct al cetățenilor săi. Cei doi oficiali au agreat ca SUA și România să păstreze o coordonare apropiată pe această temă. 

Ministrul Bogdan Aurescu i-a prezentat omologului american, cu ocazia întrevederii, o selecție de copii ale unor documente istorice care au marcat evoluția celor 140 de ani de relații diplomatice româno-americane.
