Pandemia a afectat grav economia Republicii Moldova

Impactul pandemiei de COVID-19 asupra economiei naționale și măsurile de reziliență întreprinse de Guvern au fost prezentate de secretarul general al Ministerului Economiei și Infrastructurii, Lilia Palii, în cadrul conferinței internaționale MACRO 2020. Evenimentul s-a desfășurat, astăzi, în format online, cu genericul „Cum fortificăm reziliența economică și socială față de crize. Lecții învățate din pandemia de COVID-19”.

Potrivit Liliei Palii, criza pandemică este diferită de toate crizele cu care s-a confruntat țara noastră până în prezent, având un caracter perturbator și evolutiv, iar multe dintre efectele și discrepanțele pe care le generează ar putea continua.

Secretarul general al MEI a menționat că în trimestrul II 2020 s-a înregistrat cea mai profundă scădere economică din ultimii 20 ani, PIB-ul diminuându-se cu 14% față de trimestrul II 2019. Cele mai afectate ramuri ale economiei naționale au fost comerțul interior, industria prelucrătoare, transportul și depozitarea, construcțiile, serviciile.

„PIB-ul a fost influențat negativ de mai mulți factori, printre care cei mai importanți a fost reducerea consumului populației, care are o pondere de 76% în PIB, diminuarea activității investiționale, care a avut un impact de -8,5% asupra evoluției PIB-ului. Investițiile în mașini și utilaje, care determină tehnologizarea întreprinderilor și generarea pe termen lung de valoare adăugată, s-au comprimat cu 28%. De asemenea, reducerea cererii interne a condus la diminuarea importurilor. Acestea au scăzut mai rapid (-29%) decât exporturile (-24%) din cauza reducerii consumului populației și consumului de materie primă al agenților economici, care este acoperit în cea mai mare parte din exterior. Potrivit prognozei macroeconomice pentru 2020 revizuite în iulie, scenariul de bază al prognozei PIB a fost de -4,5 %. La moment, MEI în consultare cu experții FMI este într-o nouă rundă de actualizare a prognozei PIB, luând în calcul evoluțiile economice recente și, în special, datele privind impactul secetei asupra sectorului agricol, care se dovedește a fi mai profund decât s-a anticipat în luna iulie. Anticipăm că în anul 2021 economia va intra într-o fază de relansare treptată, asigurând un trend pozitiv”, a spus Lilia Palii.

În context, secretarul general al MEI s-a referit la măsurile de reziliență economică aprobate până acum de Guvern. Printre acestea au fost trecute în revistă acțiunile realizate în perioada stării de urgență, printre care continuarea programelor pentru susținerea și dezvoltare a afacerilor, administrate de ODIMM, dar și lansarea unor noi programe și produse, care să acopere nevoile urgente ale antreprenorilor în contextul crizei.

De asemenea, pentru identificarea unor noi rezerve de creștere a activității economice și comerciale pentru producătorii de bunuri și furnizorii de servicii din Republica Moldova, precum și pentru facilitarea interacțiunii la distanță între Guvern, comunitatea de afaceri și consumatori, Ministerul Economiei și Infrastructuri a efectuat o analiză a constrângerilor imediate, a identificat măsurile stimulatorii stringente și a aprobat o Foaie de parcurs prin care își propune drept scop impulsionarea procesului de digitizare a economiei naționale și dezvoltarea comerțului electronic.

„Mai mult ca atât, Ministerul Economiei și Infrastructurii este în proces de elaborare a unui program privind măsurile economice post COVID-19 pentru 2020-2021, cu scopul de a asigura recuperarea economiei moldovenești în urma pandemiei, îmbunătățirea situației macroeconomice și bunăstarea populației.

Astfel, prin acest Plan, ne propunem un set de măsuri cu impact pe termen scurt care vor pregăti economia pentru eventuale noi valuri de COVID-19, vor spori reziliența economiei în ansamblu și vor pune fundamentele pentru o creștere mai durabilă pe termen mediu și vor identifica rezervele interne pentru o creștere economică mai incluzivă sub aspect social și geografic”, a declarat Lilia Palii.
