Nereguli la Primăria Galați descoperite de Curtea de Conturi

Raportul făcut de Curtea de Conturi în urma verificărilor făcute în 2020 referitoare la modul cum au fost cheltuiți în anul bugetar anterior banii publici de către consiliile județene, primării și alte unități din subordinea acestora, auditate de Curte, arată în continuare nereguli grave în gestionarea banilor publici pe plan local și județean în foarte multe județe.

La Galați cei de la Curtea de Conturi au descoperit o situație interesantă chiar la nivelul Primăriei Galați a cărei conducere preferă să facă plângeri penale în loc să meargă să recupereze pe cale civilă prejudiciile găsite.

Curtea de Conturi identifică în Raportul făcut pe anul trecut mai multe cauze ale deficiențelor majore descoperite în urma controalelor făcute în mai multe județe. Printre aceste probleme se regăsesc faptul că în instituțiile publice se regăsesc în continuare foarte mulți funcționari publici foarte slab pregătiți profesional, care nu știu să aplice corect legile. Indolența și nepăsarea altor factori de decizie, cum ar fi consilierii locali, este o altă cauză care stă la baza neregulilor descoperite de inspectorii Curții de Conturi.

O slabă implicare a ordonatorilor de credite în organizarea și desfășurarea procesului  de  colectare  a  impozitelor și  taxelor  locale precum și fundamentarea nerealistă a proiectelor de buget, ca urmare a neinventarierii și evaluării incorecte a materiei impozabile, sunt alte deficiențe identificate de Curtea de Conturi în mai multe județe.

”O situație aparte a fost întâlnită în ultimii ani, din 2016 până la zi, la  U.A.T. Municipiul Galați, care  deși deține toate elementele și pârghiile legale pentru  identificarea persoanelor responsabile de prejudiciile constatate de Camera de Conturi Galați, respectiv acte administrative în conținutul cărora se regăsesc atribuțiile și responsabilitățile personalului entității-fișe post, regulament de organizare și funcționare, proceduri operaționale –aceasta a recurs la sesizarea organelor de urmărire penală pentru identificarea de către aceștia din urmă a persoanelor ce se fac responsabile de prejudiciile respective, procedură care este de  durată și nu garantează recuperarea prejudiciilor la bugetul statului”, se arată în Raportul Curții de Conturi.
